Odd-even 2017: List of exemptions

NEW DELHI: The National Green Tribunal (NGT) on Saturday gave its nod for the implementation of the Delhi government's odd-even car rationing scheme for five days from November 13 to tackle high pollution level, with certain riders.

However, this time, the green tribunal made some alterations to the scheme and gave it the green signal with the 'subject to conditions'. 

Here are the rules for 2017 Delhi odd-even scheme: 

• All emergency services such as ambulance and fire brigade have been exempted from the scheme. 
• Vehicles carrying solid waste have been freed from any restrictions. 
• All CNG vehicles have been exempted from the road-rationing scheme. 
• However, unlike previous years, the NGT has removed all two-wheelers from the exemption this year, saying they add to 46% of the total vehicular pollution. 
• All VIP vehicles and government officials have also not been exempted this time. 
• This time, women too did not find a place in the list of exemption as NGT did away with the exemption granted to female drivers during previous years.
• Parents dropping school children in uniform have also not been exempted this year. 

Violation of odd-even rule will lead to levy a fine of Rs 2000 as per the provisions of sub-section (1) of section 194 under Motor Vehicle Act, 1988.

The tribunal rejected the idea of enhancing parking fees, as suggested by EPCA, to decrease the air pollution, and said it will only add to the problem of traffic congestion on the road.

NGT observed that water sprinkling is a better way to control the pollution. It asked the Uttar Pradesh government over the number of violators challaned in Noida and Greater Noida during the 'emergency' like situation.

NGT asked traffic police to deploy its personnel at traffic lights, observing that almost all the main roads in the city are witness to diesel vehicles which are older than 10 years and petrol vehicles which are older than 15 years.

The car-rationing scheme, which was enforced twice in the national capital in 2016, will be in place between November 13 and 17 from 8 am to 8 pm.

Under the policy, private vehicles are allowed to run based on the last number of their licence plates.

Odd-numbered cars are allowed to run on odd dates while even-numbered cars can only run on even dates.
