Unlock 4.0: Fresh restrictions imposed in these cities as coronavirus COVID-19
Several state governments have re-imposed fresh restrictions to curb the spread of the deadly virus even as India has now entered the last week of its Unlock 4.0 plan. Raipur: The district administration in Chhattisgarh's capital has announced to impose lockdown from 9 pm on September 21 till September 28 midnight. Raipur has been declared as a containment zone too. According to Raipur district magistrate, all offices including government, semi-government, and private will remain closed.

Reopening of schools from September 21: Statewise plans on resuming classes
Amid the rising cases of coronavirus COVID-19, the Centre issued standard operating procedures (SOPs) for a partial reopening of schools for students of Classes 9-12. However, it has made it clear that it is not mandatory for educational institutions to resume schools from September 21 (Monday). The government has asked the states to take the final call on resuming classes.

Unlock 4: Schools in Gujarat to reopen from September 21?
The Gujarat government on Wendesday (September 16) announced that schools for secondary classes will not reopen in the state from September 21. Talking to reporters after a state cabinet meeting, Education Minister Bhupendrasinh Chudasama said the decision has been taken in the “interest of students”. Earlier, guidelines were issued by the Centre to all the states to allow students to attend schools for study guidance from September 21 on a voluntary basis.

Unlock 4: Here's the SOPs for skill training and higher education institutions
The Union Ministry of Health and Family Welfare on has already issued standard operating procedures (SOPs) for skill training institutions and higher education institutions requiring laboratory work. The Centre has allowed these institutes to open from September 21, as part of Unlock 4. The country started opening up from June 1, after witnessing strict nationwide lockdown from March 25 to May 31 to curb the spread of coronavirus COVID-19.

The Centre government’s Unlock 4.0 guidelines came into force on Tuesday (September 1, 2020) and will remain in force till September 30. The Home Ministry had on Saturday issued new guidelines for opening up of more activities in areas outside containment zones, as a part of Unlock 4. States can't impose lockdown outside containment zones without MHA's approval
The MHA released the Unlock 4.0 guidelines on Saturday (August 29) and said that states/Union Territories cannot impose lockdown outside the containment zones without the approval from the Centre. These guidelines will come into force from September 1 onwards. The MHA also said that will be no restrictions on inter-state and intra-state movement as well.

Unlock 4.0: MHA allows metro trains to run from September 7
Social, academic, sports, entertainment, cultural, religious, political functions and other congregations will be permitted with a ceiling of 100 persons, with effect from September 21 2020. Open-air theatres will be permitted to open with effect from September 21, 2020. Within the containment zones, strict perimeter control shall be maintained and only essential activities allowed.
